This page separates website availability, research-data freshness and publication permission. A working page does not prove that prices are current, and a current model run does not make a selection publishable.
Different systems fail differently.
FORM/PRICE reports data freshness separately from page availability and publication approval. Stale evidence pauses new-pick action. A locked publication state exposes no Qualified Signal, even when collection is healthy.
Freshness is measured
The current delivery contract allows a 90-minute freshness window. Outside it, clients retain context but must not present a new selection as current.
Publication fails closed
Evidence, legal or integrity gates can withhold selections while the public website and educational library remain available.
No fabricated uptime
Uptime percentages and incident-free streaks will appear only after an independent production monitor has collected enough real history.
Corrections stay visible
Verified incidents, withdrawals and material corrections will retain their timestamps and resolution notes instead of disappearing after recovery.
Evidence boundary
Available does not mean approved.
The current research cohort can run normally while public performance claims remain locked. That separation is a safety control, not an outage.
